What is Domestic Component Level (TKDN)?

The Domestic Component Level (TKDN) is a proof of the domestic component level value and/or company benefit weight (BMP) value obtained based on the calculation and verification prescribed in Regulations of Ministry of Industry number 35 of 2025.

In accordance with the provisions of Presidential Regulation No. 46 of 2025 regarding the use of Domestic Products (PDN), possession of a TKDN certificate is a top priority and a mandatory requirement for Government procurement of goods and services (PBJ).

    Domestic Component Level (TKDN) Process

    Based on Ministry of Industry Regulation No. 35 of 2025, the following outlines the general procedure for obtaining a Domestic Component Level (TKDN) certification:

    1. Fullfillment of Initial Business Requirements
      Local industries are required to:
      - Fulfill the commitments under the risk-based Business Licensing system in accordance with applicable laws and regulations.
      - Be registered with the National Industrial Information System (SIINas).
      - Submit industrial data through SIINas, except for newly established companies that have not yet entered the applicable reporting period.

    2. Submission of Certification Application
      - Local industries submit an application for TKDN calculation and verification electronically through their SIINas account. The applicant is required to:
      - Select the type of verification required, namely TKDN and/or Company Benefit Weight (BMP).
      - Select an Independent Verification Body (LVI) authorized by the Ministry of Industry.

    3. TKDN Calculation and Verfication
      The TKDN value is calculated and verified according to the applicable type of product or service.
      - TKDN for Goods
      - TKDN for Small Industries
      - TKDN for Industrial Services
      - Combined TKDN for Goods and Services.
    4. Ratification and Issuance of TKDN Certificate
      The LVI conducts the required field verification and technical calculation. The verification results are subsequently approved by the designated official of the Ministry of Industry for the issuance of the applicable TKDN Certificate.
